You need specialist paint mate. We get ours from Europe and its not cheap. It's solvent based as well so not one to spray indoors without a respirator and extraction. We have a complete seperate room in the workshop for pouring plastic and painting.
Never tried going over an existing lure, will have a go and ket you know. It can be tricky the best of times.

There are a few options, such as Spike-It's Lureworks range, CAB Coatings and Bright Baits. I've only used the first one and even then only the water based version. The solvent based would be better if you can get any, because it won't need a sealing dip in clear plastisol after painting.

The dipping method will work to a certain extent. The problem will be getting a bond between the lure and the new plastisol with acrilic paint inbetween but it should work for what you're trying. Again be careful where you cook it up though, it's nasty stuff. I wouldn't use the family microwave
