Yep, lead coating powder. It's easy to apply with a blowtorch or chef's torch - just hit the lead part of the jighead with the flame (don't overdo it! It will turn to liquid in a split second if you do) dip it in the powder, which will stick to the lead like sugar to a donut. Then GENTLY melt the powder to a smooth finish with passes of the torch - keep the flame moving at all times at this point. You can re-dip if necessary.
The white "mould" is lead oxide and it's extremely toxic, so it's best avoided if you can. The powders are available in a wide range of colours in the link below. You'll find red, yellow, white, all sorts, and you can mix them up in powder form or sprinkle on other colours when still hot to make your own custom colours.

I paint mine with car paint then use epoxy over that. I've also just used nail varnish in the past and it works fine but is not as hard wearing as 2 part epoxy.

Yes Lead will be banned at some point, EU will ban in the next year or two!!

If they ban lead entirely (including as an integral part of a lure/swimfeeder etc.) it's going to bankrupt carpers!

Already banned for sale over here. The shop workers union didn't want staff having to handle it so it can not be sold. Nothing to stop me as a private individual casting my own for use though.
