Stainless steel welding rods & a couple of pairs of pliers, one pair ideally with round jaws which makes getting the round eyes round easier.
I mig weld with 0.9mm s/s wire & if I need thinner stuff I get rods from the local welding supplies shop who have got used to me buying the odd one or two.

Probably a few 'how tos' on YouTube.

Does it need to be stiff? cant you make it with a shallow screw, a swivel and two splitrings ?

Making the eye is not difficult.
This youtube shows it being done:


To make the spiral wind the wire round a piece of round steel - a cross head screwdriver will do - then cut to the number of coils you want & bend into the right plane.

I make spinner baits too.
Again not difficult.
Much the same way as in this youtube. Using a drilled bullet, no need to cast lead heads onto the wire. If you find you need to add extra weight I crimp large split shot onto the wire.
I mount shads onto the single hook rather than using the the rubber strands in the clip & either leave as they are or, as I tie flies, whip tinsel or crystal hair/lureflash strands to give extra flash.
Paint or powder coat if you feel like it, I do neither.

Back in the day, I made my own solid wire leaders, now we use titanium of course, but I still do make my own bait pins for stingers and other similar stuff, they're easy as all you're doing is making loops and wrapping the tag ends - I have a wire bending tool I got from the Musky Shop that forms neat loops really easily. But a pair of decent long round nose pliers will do the same job (Knipex 30 31 160).

I now do shallow screws as well, which are a little harder - so I made a jig to wrap the wire around the centre wire to form the corkscrew. I can knock out 20 shallow screws in very little time. Saves a few quid compared to buying them already formed and means I can make different sizes. Appreciate DIY not everyone's bag, but it's pretty easy to do. Get the stainless wire off eBay and a little practice... you're good.

Just watching that I can tell you that wire is 1mm, notice how easily in bends by hand.
Starting point for me is 1.2 minimum for anything pike related

Same method with thicker wire.
Use pliers to wind the wire round.
Get a neater job too.
