What are the little beatle like bugs that are everywhere

Made the mistake of wearing a yellow T shirt when I took the dog for a walk the other day. They wouldn't leave me alone! Swatted two off my arm that arrived simultaneously at one stage - I was walking around like a whirling dervish with tourettes!

They are about 1mm in size and had jungle spray on my arms today and still got covered in the f*****s
