Unable to comment on "what's it worth" posts

Do members need to be a certain rank before being able to comment on posts in the "what's it worth" section?

I tried to comment on the recent post about the books and I am not given the option to do so.

Is it perhaps the quick reply box is missing and you need to click on post reply ?
