How the hell do I shrink my Avatar/ photo

When I do this
Upload from your machine:
It says
The submitted avatar is 240 pixels wide and 234 pixels high. Avatars must be at least 15 pixels wide and 15 pixels high, but no larger than 200 pixels wide and 200 pixels high.
I'm sick of having to ask members to help Me
