Kitchen gadget about 10" long.

Does the spiral and ring move up and down or is it welded.

Gadget is pushed/screwed into potato & turned all the way through.
Once the ring is through, then the 'coil' of tatty can be 'unscrewed'
The potato now has a cavity which can be stuffed with sausage meat, etc
